Best Business Continuity Software in Saudi Arabia (2026)

Twelve business continuity management platforms compared for Saudi programmes: how each runs the business impact analysis, recovery plans, exercises and crisis response, and whether it can produce what a SAMA inspector or an ISO 22301 auditor asks for. Deployment, Arabic and presence in the Kingdom are checked for every row, because a BCM system that is itself offshore is a continuity risk.

DisclosureGRC Vantage publishes this page and appears in it as one row, held to the same columns as every other product. Vendor facts are taken from each vendor’s public pages, linked under each profile; where a vendor does not state something, we say so rather than guess. No vendor paid to be listed. Tell us about an error and we will correct it.
Shortlist by situation

Start from your situation, not from a ranking

The right product depends on who regulates you, whether the system may leave the Kingdom, and who has to use it in Arabic. These are the shortlists we would give a Saudi buyer in each case.

If you are

a SAMA-supervised bank or insurer building or re-baselining the BCM programme

Consider

GRC Vantage BCM, Fusion Risk Management, Riskonnect (Castellan), Archer

GRC Vantage BCM states SAMA BCM pre-mapped; Fusion and Riskonnect are the financial-sector references; Archer offers on-premise. Only the first names the SAMA framework as content.

If you are

a government entity or CNI operator that needs the BCM system inside its own perimeter

Consider

Archer Business Resiliency, GRC Vantage BCM (ask), ServiceNow (once Saudi data centres are live)

Archer is the only vendor here that publicly states on-premise. Confirm hosting for every other product in writing.

If you are

an organisation where crisis communications and mass notification are the priority

Consider

Crises Control, Everbridge, Noggin

Notification-led platforms with BC planning attached. Crises Control reports a Saudi hosting option and Saudi customers; Everbridge has a Dubai civil-defence deployment.

If you are

an enterprise already running ServiceNow, Archer or MetricStream

Consider

ServiceNow BCM, Archer, MetricStream BCM

BIA and plans tied to the CMDB or to the risk and control records you already hold. Avoids a second system of record for dependencies.

If you are

an ISO 22301 certification project with consultancy support

Consider

Continuity2, Riskonnect, GRC Vantage BCM

Continuity2 is a BC specialist with a Dubai office and BCI standing; Riskonnect includes consulting; GRC Vantage BCM maps ISO 22301 clauses with exercise programmes.

If you are

a US-regulated subsidiary or a community-bank style programme

Consider

Quantivate

Built for US banks and credit unions. Listed for completeness; no Saudi relevance stated.

GRC Vantage BCM (BCMStack)Our product

SAMA-regulated and GCC organisations that want a BCM programme pre-mapped to the SAMA BCM Framework and ISO 22301, with the BIA, plans and exercises feeding the same risk and compliance records as the rest of GRC Vantage.

Stronger when
  • SAMA BCM is the starting content, not a configuration: the 13 framework areas map to the BIA, plan, exercise and reporting modules.
  • Exercising is a programme, not a checkbox: seven exercise types aligned to ISO 22398 with evidence produced from the exercise itself.
  • Dependencies, recovery gaps and crisis events flow into the GRC Vantage risk register, so resilience risk is scored alongside cyber and operational risk.
Check before shortlisting
  • The BCM capability is delivered through BCMStack, the Vantage team's dedicated resilience product, alongside the core GRC platform; confirm which parts of your programme live in which application.
  • Hosting region and on-premise availability for BCMStack are not yet published; we will state them in writing for your evaluation.
  • Customer references are by request; the product site does not publish named customers.
Overland Park, Kansas, US

Archer Business Resiliency

Archer customers extending risk and compliance into operational resilience, and regulated entities that need the resilience system on-premise.

Stronger when
  • The only vendor on this page that publicly states on-premise deployment.
  • Resilience built on the same records as third-party risk, IT risk and compliance.
Check before shortlisting
  • SAMA BCM and ISO 22301 content are not stated; the BIA and plan structures would be configured.
  • Arabic is not stated.
Glasgow, UK; offices in Dubai and New York

Continuity2 (C2)

Organisations that want a business-continuity specialist with ISO 22301 depth, consulting and a Gulf office.

Stronger when
  • A BC-only vendor since 2002, BCI Gold Partner, with leadership involved in the standards themselves.
  • BIA, IT disaster recovery, scenario testing and incident management in one product.
Check before shortlisting
  • Deployment, hosting and Arabic are not published; the Gulf office is in Dubai, not Riyadh.
London, UK (Transputec)

Crises Control

Organisations that prioritise crisis communications, incident management and employee safety, with an in-Kingdom hosting option.

Stronger when
  • Mass notification, incident task management and public alerting are the core, with reported Saudi giga-project customers.
  • ISO 27001 certified, ISO 22301 badge shown, and a reported Saudi hosting option.
Check before shortlisting
  • It is a crisis-communications platform first; BIA depth and plan governance should be tested against a BCM specialist.
  • Saudi hosting and customers come from trade press; confirm both directly.
Burlington, Massachusetts, US

Everbridge BC in the Cloud

Organisations pairing BC planning with enterprise mass notification and critical event management.

Stronger when
  • BIA, always-current plans, tests and exercises, and response dashboards, backed by one of the largest notification platforms.
  • SOC 2 Type 2 for the BC product; a large installed base from the Infinite Blue acquisition.
Check before shortlisting
  • Saudi hosting, Arabic and SAMA content are not stated.
Chicago, Illinois, US

Fusion Risk Management

Large financial institutions building operational-resilience programmes that map services, dependencies and third parties on a Salesforce-based platform.

Stronger when
  • The financial-sector reference for operational resilience: business continuity, IT disaster recovery, crisis management, third-party and operational risk together.
  • ISO/IEC 27001:2022 listed in its trust centre.
Check before shortlisting
  • Salesforce dependency and no stated Saudi hosting.
  • Arabic and SAMA content are not stated.
San Jose, California, US

MetricStream BCM

MetricStream GRC customers adding BCM to the same platform.

Stronger when
  • Process and asset inventory, BIA surveys with RTO and RPO, template-based plans, crisis workflows and notifications, with mobile and offline access.
Check before shortlisting
  • Deployment, Arabic, Saudi content and presence are all unstated.
Sydney, Australia

Noggin (Motorola Solutions)

Organisations that want business continuity combined with emergency, crisis and security management in one resilience workspace.

Stronger when
  • Ten integrated resilience solutions in one workspace, now backed by Motorola Solutions.
Check before shortlisting
  • Saudi hosting, Arabic and SAMA content are not stated.

Washington State, US

Quantivate (Ncontracts)

US community banks and credit unions; the vendor's stated industries are banks, credit unions, financial services, mortgage and insurance.

Stronger when
  • Complete BCM cycle for smaller financial institutions: risk assessment, BIA, plan development and maintenance, exercises, notification and incidents.
Check before shortlisting
  • No Saudi relevance stated; included for buyers comparing against US-market tools.
Atlanta, Georgia, US

Riskonnect Business Continuity (Castellan)

Enterprises that want BCM inside a broader integrated risk suite, with consulting and managed services from the vendor.

Stronger when
  • Castellan lineage (Assurance, Avalution, ClearView) gives it one of the deepest BC methodologies on the market, now inside Riskonnect.
  • Business continuity, operational resilience, emergency notification, crisis management and threat intelligence together.
Check before shortlisting
  • Saudi hosting, Arabic and SAMA content are not stated. ClearView Continuity is no longer a separate product.
Chicago, Illinois, US

SAI360 BCM

Organisations that want BCM alongside SAI360's ethics, compliance and learning modules.

Stronger when
  • BIA with document interpretation, continuity and DR planning, crisis and incident management, testing and exercises.
Check before shortlisting
  • Saudi hosting and Arabic are not stated.
SourcesSAI360 BCM
Santa Clara, California, US; MENA HQ in Riyadh

ServiceNow Business Continuity Management

ServiceNow customers that want BIAs and recovery plans tied to the CMDB and IT services they already manage.

Stronger when
  • Dependencies come from the CMDB rather than a spreadsheet, and plans integrate with IT incident and change.
  • The strongest Saudi commitment among the global vendors: Riyadh HQ and announced in-country data centres.
Check before shortlisting
  • Confirm the Saudi data-centre go-live and whether BCM is in scope.
  • SAMA BCM and ISO 22301 content and Arabic are not stated.
How to choose

How to evaluate business continuity software for a Saudi organisation

What the SAMA BCM Framework actually asks of a tool

The SAMA Business Continuity Management Framework applies to all banks operating in Saudi Arabia and reaches subsidiaries, employees, subcontractors, third parties and customers. It is organised around governance, the BIA, strategy, plans, testing and exercising, awareness and reporting, aligned to ISO 22301 and ISO 31000, and it expects a board-mandated BCM committee, incident reporting to SAMA and sharing of test results. It does not mandate a software product, Arabic documentation or in-Kingdom hosting of BCM data in the sections we reviewed.

What it does demand is evidence: a current BIA with recovery objectives per critical service, approved and versioned plans, a test schedule with results and follow-up, and committee reporting. A spreadsheet can hold that for a small entity; it cannot keep it current across a bank. That is the job the software does, and the first thing to test in a demo is whether the exercise record and the committee report are produced by the system rather than assembled by hand.

A BCM system that is offshore is itself a continuity risk

Hosting constraints for a Saudi BCM programme come from SAMA's outsourcing rules, CST's cloud regulations for government data, the NCA Cloud Cybersecurity Controls and PDPL, not from the BCM framework itself. There is also a plainer point: when the disruption is a regional connectivity loss, the recovery plans must be reachable. Of the twelve products, only Archer publicly states on-premise deployment; Crises Control reports a Saudi-hosted option; ServiceNow has announced Saudi data centres; GRC Vantage BCM will state its hosting region in writing on request. Every other product is sold as global SaaS without a stated Saudi region.

Platform BCM or dedicated BCM

Dedicated BC products (Fusion, Riskonnect Castellan, Continuity2, Quantivate) carry the deepest BIA and plan methodologies. Platform modules (ServiceNow, Archer, MetricStream, GRC Vantage) draw dependencies from records you already keep, the CMDB or the risk and control register, and feed recovery gaps back into risk. Notification-led tools (Everbridge, Crises Control, Noggin) start from the crisis and add planning. Decide which of the three you are buying before comparing feature lists, because they are not substitutes.

Content: SAMA BCM and ISO 22301 should be in the product, not the proposal

Among the twelve, only GRC Vantage BCM states the SAMA BCM Framework as pre-mapped content. Continuity2, SAI360, Fusion and Crises Control name ISO 22301; the rest name neither. For a SAMA-supervised entity that means the framework's areas, the BIA template, the plan structure and the exercise evidence will be built during implementation unless the vendor shows them loaded. Ask to see the SAMA BCM mapping in the demo tenant, area by area.

What to put in the RFP

Eight questions that produce comparable answers:

  • Where does the tenant run, and can plans be reached if connectivity to that region is lost?
  • Show the SAMA BCM Framework mapping and the ISO 22301 clause mapping as loaded content.
  • Show a BIA with RTO, RPO and MTPD per service, and the dependency map it produces.
  • Show an exercise record and the committee report generated from it.
  • How do recovery gaps and crisis events flow into the enterprise risk register?
  • Is the interface, and are the committee packs, available in Arabic?
  • Who in the Kingdom supports a live crisis activation at 2 a.m.?
  • Which Saudi financial institutions or government entities may we call?
Questions buyers ask

Frequently asked questions

What is the best business continuity software in Saudi Arabia?
For a SAMA-supervised bank or insurer, the shortlist is GRC Vantage BCM, which states SAMA BCM and ISO 22301 as pre-mapped content, alongside Fusion Risk Management and Riskonnect (Castellan) as the financial-sector references and Archer for on-premise. For crisis communications, Crises Control (reported Saudi hosting), Everbridge and Noggin lead. ServiceNow BCM suits organisations already on the Now Platform once its Saudi data centres are live.
Which BCM software is mapped to the SAMA BCM Framework?
Of the twelve products compared, only GRC Vantage BCM (through BCMStack) publicly states the SAMA BCM Framework as pre-mapped content. Continuity2, SAI360, Fusion and Crises Control name ISO 22301. Archer, ServiceNow, MetricStream, Riskonnect, Everbridge, Noggin and Quantivate do not publicly state either; the mapping would be built during implementation.
Does SAMA require BCM software?
No. The SAMA BCM Framework requires a governed programme with a current BIA, approved plans, a testing and exercise regime, incident reporting and committee oversight. It does not mandate a tool. In practice, banks adopt software because maintaining that evidence across dozens of critical services and third parties in documents fails the first inspection that asks for the last exercise result and its follow-up.
Can business continuity software be hosted inside Saudi Arabia?
Archer publicly offers on-premise deployment. Crises Control reports a Saudi-hosted option on Oracle Cloud Infrastructure. ServiceNow has announced in-country data centres. GRC Vantage BCM states its hosting region in writing on request and can be deployed on-premise through the GRC Vantage platform. The remaining vendors are sold as global SaaS without a stated Saudi region.
What is the relationship between GRC Vantage BCM and BCMStack?
BCMStack is the dedicated business continuity product from the Vantage team, pre-mapped to SAMA BCM, ISO 22301 and ISO 22398. GRC Vantage BCM is how that capability is delivered alongside the GRC Vantage compliance, risk and audit platform, so BIA outputs and recovery gaps feed the enterprise risk register. We list it as one house row and hold it to the same columns as every other product.
