Best GRC Software in Saudi Arabia (2026)

Fourteen governance, risk and compliance platforms that Saudi evaluation committees actually see, compared on the four things that decide a Saudi purchase: where the system may run, whether the people who use it can work in Arabic, whether SAMA, NCA and PDPL content is already in the product, and who will be in the room when something goes wrong.

DisclosureGRC Vantage publishes this page and appears in it as one row, held to the same columns as every other product. Vendor facts are taken from each vendor’s public pages, linked under each profile; where a vendor does not state something, we say so rather than guess. No vendor paid to be listed. Tell us about an error and we will correct it.
Shortlist by situation

Start from your situation, not from a ranking

The right product depends on who regulates you, whether the system may leave the Kingdom, and who has to use it in Arabic. These are the shortlists we would give a Saudi buyer in each case.

If you are

a SAMA-supervised bank or insurer that cannot let the system leave the Kingdom

Consider

GRC Vantage, Archer, IBM OpenPages, SAP GRC

The four that publicly offer on-premise or private-cloud deployment. Everything else on this page is sold as SaaS, and only ServiceNow has announced in-country data centres.

If you are

a government entity or CNI operator working to NCA ECC, CSCC and DCC

Consider

GRC Vantage, Ahkam GRC, Sahl, CyberArrow

The products that name NCA control sets as pre-built content. Check whether the pack is ECC-2:2024 and whether CSCC and DCC are included, not only ECC.

If you are

a technology company whose buyers ask for SOC 2 and ISO 27001, with PDPL as a secondary need

Consider

Vanta, Drata, Sahl, OneTrust (for PDPL)

Compliance-automation tools with deep cloud integrations win here. None of Vanta or Drata publish Saudi control sets, so PDPL and NCA would be custom frameworks.

If you are

an enterprise already standardised on ServiceNow or SAP

Consider

ServiceNow IRM, SAP GRC

Staying on the platform you run avoids a second workflow engine and a second identity model. Confirm Saudi hosting in writing: both have announced it, neither publishes GRC-specific availability.

If you are

a listed company or family group where the board, audit committee and ERM share one system

Consider

Siraaj GRC, Diligent One, MetricStream

Board and committee management is a stated module for these three. Siraaj is Riyadh-based with Arabic; Diligent and MetricStream are the global references.

If you are

a mid-size organisation that wants a Saudi vendor on the phone, in Arabic

Consider

GRC Vantage, Siraaj GRC, Ahkam GRC, CyberArrow (Riyadh office)

Local presence is the difference between a support ticket and a meeting. Ask each vendor who, by name, will own your account in the Kingdom.

Profiles

Each product, with where it is strong and what to check

Written for a Saudi evaluation committee: the strengths are the vendor's own stated positioning; the checks are the questions we would put in the RFP before shortlisting.

Riyadh, Saudi Arabia

GRC VantageOur product

Saudi-regulated entities that need the system inside their own perimeter, Saudi control sets loaded on day one, and compliance, risk and audit on one set of records.

Stronger when
  • On-premise is the default, not a premium tier: deploy in your data centre or private cloud and keep every record inside the Kingdom.
  • Saudi content is the product, not a custom framework: NCA ECC-2, CSCC, SAMA CSF, SAMA BCM and PDPL ship as assessable packs with evidence fingerprinting and three-stage sign-off.
  • Risk and internal audit are built to recognised processes (ISO 31000, IIA GIAS 2024), with a 14-factor audit universe, RACM fieldwork and committee-approval gates.
Check before shortlisting
  • Identity: LDAP and Active Directory are supported today; SAML single sign-on and MFA are not yet. If your policy mandates them, ask for the roadmap date in writing.
  • Integration: there is no public API, webhook or SIEM export yet. Evidence is collected in the platform, not pulled from cloud consoles.
  • Business continuity is delivered through the companion BCMStack product rather than inside the core GRC platform.
Saudi Arabia

Ahkam GRC (Renad Al Majd)

Saudi public- and private-sector entities already working with RMG's consulting practice that want a locally built system for NCA and SAMA self-assessment, policy, risk and audit.

Stronger when
  • A Saudi vendor whose consulting arm sells NCA ECC, PDPL and SAMA BCM engagements: implementation and advisory come from the same company.
  • Governance, policy, risk, compliance self-assessment and audit planning are all stated modules.
Check before shortlisting
  • Deployment model, Arabic product interface and hosting location are not published. Make each a written RFP response.
  • No customer, certification or release-history facts are published beyond images on the vendor site.
Overland Park, Kansas, US

Archer

Large regulated enterprises and banks that want a highly configurable integrated risk platform and are willing to build Saudi control sets into it.

Stronger when
  • One of the few global platforms still sold on-premises, which matters for SAMA-supervised data.
  • Breadth: compliance, operational risk, third-party risk, audit, IT risk and resilience on one data model, with over a thousand customers.
Check before shortlisting
  • SAMA CSF, NCA ECC and PDPL are not published as pre-built content; budget for configuration and for keeping it current when NCA revises a control set.
  • Arabic interface is not stated. Ask for a demonstration in Arabic, including reports.
  • Saudi SaaS hosting is an intent, not an availability. Get the region and date in the contract.
Dubai, UAE; regional HQ in Riyadh

CyberArrow

GCC organisations that want cloud compliance automation with Saudi regulatory content and a vendor office in Riyadh.

Stronger when
  • Saudi content is explicit: NCA ECC and SAMA CSF automation pages and a KSA customer story.
  • Riyadh office and a Saudi systems-integrator partner give it a local delivery route most global SaaS vendors lack.
Check before shortlisting
  • Hosting region and on-premise options are not published; confirm where Saudi customer data sits.
  • Arabic interface is not stated.
  • It is a compliance-automation product first; test depth of enterprise risk, internal audit and board reporting against your needs.
New York, US

Diligent One

Boards, audit committees and internal audit functions that want board management, audit analytics and GRC in one cloud platform.

Stronger when
  • Board governance plus audit analytics (ACL lineage) in one product is rare; strong for listed companies.
  • Publishes ISO 27001 certification and a SOC 2 Type 2 report for the platform.
Check before shortlisting
  • No Saudi content, Arabic interface, regional office or hosting option is published. Each would be a custom conversation.
San Diego, US

Drata

Cloud-native companies pursuing SOC 2, ISO 27001 and other international certifications where Saudi control sets are not required out of the box.

Stronger when
  • Continuous control monitoring through deep integrations with cloud providers and identity systems.
  • Large customer base and fast time to a first SOC 2.
Check before shortlisting
  • Saudi frameworks would be built as custom frameworks and maintained by you.
  • No Arabic, no regional presence, no Saudi hosting stated.
Armonk, New York, US

IBM OpenPages

Banks and insurers with existing IBM estates that want on-premise or private-cloud GRC with Arabic locale support and model-risk governance.

Stronger when
  • On-premise and Arabic right-to-left support are both stated, a combination few global platforms offer.
  • Breadth across operational risk, policy, compliance, audit, IT governance, third-party risk, business continuity and model risk.
Check before shortlisting
  • Saudi control content is not stated; expect an implementation partner to build SAMA and NCA libraries.
  • Licensing and implementation scale suit large institutions; mid-size buyers should test total cost over five years.
San Jose, California, US

MetricStream

Large enterprises and financial institutions needing a broad, analyst-recognised GRC platform across risk, compliance, audit, cyber and ESG.

Stronger when
  • Analyst standing (IDC MarketScape leader, Chartis rankings) and modules that span business, cyber and ESG risk.
  • Internal audit and business continuity are first-party modules, not partner add-ons.
Check before shortlisting
  • Saudi content, Arabic interface and Saudi hosting are all unstated. Treat each as a custom scope item with cost attached.
Atlanta, Georgia, US

OneTrust

Organisations whose primary driver is privacy and PDPL, with consent, data-subject rights and third-party risk, rather than full ERM and audit.

Stronger when
  • The deepest privacy operations tooling on this page, with PDPL named explicitly.
  • Third-party risk and consent management mature enough for multinational programmes.
Check before shortlisting
  • It is privacy-led: enterprise risk, internal audit and cybersecurity control sets for SAMA and NCA are not its centre of gravity.
  • No Arabic interface, regional office or Saudi hosting stated.
MENA (headquarters not published)

Sahl

MENA start-ups and mid-market firms that want an AI-assisted compliance-automation platform with Saudi framework playbooks.

Stronger when
  • Saudi frameworks named as ready-made programmes, which is unusual among automation tools.
  • Compliance, audit, BCM and policy are all stated modules in one product.
Check before shortlisting
  • Legal entity, headquarters, hosting location and certifications are not published; the privacy policy is internally inconsistent on data transfers. Resolve all of this before contract.
  • Thin public track record: ask for referenceable Saudi customers.
Walldorf, Germany; regional HQ in Riyadh

SAP GRC

SAP ERP and S/4HANA customers who want access control, process control, risk management and audit embedded in the SAP landscape.

Stronger when
  • Segregation-of-duties and process control inside the ERP itself, which no standalone GRC tool replicates.
  • In-Kingdom cloud regions and a Riyadh regional HQ.
Check before shortlisting
  • Saudi cybersecurity control sets are not published content; SAP GRC is finance- and access-control centred.
  • Only sensible if SAP is already your system of record.
Santa Clara, California, US; MENA HQ in Riyadh

ServiceNow IRM

Enterprises already running ServiceNow for IT service and operations management that want risk, compliance, audit, BCM and vendor risk on the same workflow platform.

Stronger when
  • Risk and compliance tied directly to the CMDB, incidents and changes your IT teams already work in.
  • Serious Saudi commitment: Riyadh HQ, a large investment pledge and announced in-country data centres.
Check before shortlisting
  • Confirm the Saudi data-centre go-live date and whether IRM is in scope on day one.
  • Saudi control content and Arabic interface are not stated; implementation partners typically build them.
  • Licensing is platform-wide; standalone GRC buyers rarely find it economical.
Riyadh, Saudi Arabia

Siraaj GRC

Saudi organisations wanting a locally based, Arabic and English GRC suite that spans board and committee management, enterprise risk, internal audit and PDPL privacy.

Stronger when
  • Board and committee management, policy lifecycle, ERM with RCSA and KRIs, risk-based audit and data-subject requests in one Saudi product.
  • Arabic is a stated first-class language, not a translation layer.
Check before shortlisting
  • Deployment and hosting are not published. Ask whether on-premise is possible and where the cloud tenant lives.
  • Customer counts and uptime figures are self-reported; the only public source is the vendor's own site.
  • Confirm which control sets are actually loaded (ECC-2:2024? CSF domains?) rather than the regulator name alone.
SourcesSiraaj GRC
San Francisco, US (remote-first)

Vanta

Technology companies and SaaS vendors seeking fast SOC 2 and ISO 27001 automation with a trust centre and vendor-review features.

Stronger when
  • Trust centre and questionnaire automation are the best in class for selling to enterprise buyers.
  • Hundreds of integrations and a short path to a first audit.
Check before shortlisting
  • Saudi frameworks are absent; they would be custom frameworks you maintain.
  • No Arabic, regional office or Saudi hosting stated. See our detailed Vanta comparison for the full picture.
How to choose

How to evaluate GRC software for a Saudi organisation

Start with who regulates you

The Saudi market is not one market. A SAMA-supervised bank, a government entity under the NCA and the Digital Government Authority, a CST-licensed telecom and a private company handling personal data under PDPL face different control sets, different inspection styles and different hosting constraints. Most global GRC platforms treat all of this as configuration you pay a partner to build. The Saudi-built products treat it as content.

The practical test is simple: ask the vendor to open NCA ECC-2:2024 in the demo environment and show the control, the assessment questionnaire, the evidence request and the report for a single control. If it takes longer than a minute, the content is not really there.

Decide where the system may run before you look at features

NCA ECC-2:2024 removed the explicit in-Kingdom hosting control that ECC-1:2018 carried, but residency pressure has not gone away. Government data falls under CST's cloud regulations, which require CST-registered providers with Saudi data centres; cloud workloads fall under the NCA Cloud Cybersecurity Controls; personal data transfers fall under PDPL; and SAMA's outsourcing rules govern what a bank may place with a third party. For many buyers the only defensible answer is still a system inside their own perimeter.

On this page, the platforms that publicly offer on-premise or private-cloud deployment are GRC Vantage, Archer, IBM OpenPages and SAP GRC. ServiceNow has announced Saudi data centres; SAP operates Riyadh and Dammam regions; Archer has stated intent to use AWS's Saudi region. No other listed vendor publicly states hosting in the Kingdom. If a vendor tells you otherwise in a meeting, ask for it in the contract.

Arabic is three different requirements

Buyers say Arabic and mean three things: the interface the control owners work in, the reports the audit committee reads, and the language the vendor's consultants speak. A product can have all three, one, or none. Siraaj states Arabic across the product; IBM OpenPages states Arabic locales and right-to-left rendering; GRC Vantage is bilingual in the interface and board packs with parts of the risk and audit screens still English; most global vendors do not state Arabic at all.

  • Ask for the demo in Arabic, with a control owner's screen and a committee report, not the home dashboard.
  • Ask who translates new framework content when NCA or SAMA issues a revision, and how long it takes.

Content you can inspect beats a library you are promised

Every vendor claims a large control library. The questions that separate them are whether SAMA CSF, NCA ECC-2, CSCC, DCC, SAMA BCM and PDPL are loaded as assessable, versioned packs; whether one piece of evidence can satisfy controls across packs; and whether the vendor, not you, updates the pack when the regulator does. Saudi-built products (GRC Vantage, Siraaj, Ahkam, Sahl, CyberArrow) name Saudi content explicitly. Global platforms generally do not, and the burden moves to your implementation partner.

What to put in the RFP

Ten questions that produce comparable answers across every vendor on this page:

  • Which deployment models are available today, and in which Saudi region or facility does a cloud tenant run?
  • Which Saudi control sets are loaded as pre-built packs, with version numbers (for example ECC-2:2024, CSF v1.0, SAMA BCM 2017)?
  • Who maintains those packs when the regulator changes them, and what is the service level?
  • Is the full user interface available in Arabic, and are committee reports produced natively in Arabic?
  • Which identity options are supported: LDAP or Active Directory, SAML single sign-on, MFA?
  • Is there a public API, and what evidence can be collected automatically from our systems?
  • Do compliance, risk and internal audit share one record of controls, or are they separate modules with links?
  • Which named individuals in the Kingdom will own implementation and support?
  • Which referenceable Saudi customers in our sector may we call?
  • What is the five-year cost including implementation, content updates and support, on the same assumptions for each vendor?

A note on pricing

None of the fourteen vendors publish prices for the Saudi market, and we do not reproduce quotes. The useful comparison is total cost over five years on identical assumptions, because the gap between a Saudi-built product with content included and a global platform with partner-built content usually sits in implementation and annual maintenance rather than in licence fees.

Questions buyers ask

Frequently asked questions

What is the best GRC software in Saudi Arabia?
There is no single best product. For SAMA-regulated and government entities that must keep data inside the Kingdom, the shortlist is the platforms that deploy on-premise with Saudi content: GRC Vantage, Archer, IBM OpenPages and, for SAP customers, SAP GRC. For organisations that want a Saudi vendor with Arabic across the product, add Siraaj GRC and Ahkam GRC. For cloud-native companies chasing SOC 2 and ISO 27001, Vanta and Drata remain stronger, with Sahl and CyberArrow as regional alternatives that name Saudi frameworks.
Which GRC platforms have SAMA CSF and NCA ECC built in?
Among the platforms compared here, GRC Vantage, Sahl and CyberArrow name both SAMA CSF and NCA ECC as pre-built content. Siraaj names SAMA and NCA at regulator level, Ahkam names NCA standards and SAMA cybersecurity regulations, and OneTrust names Saudi PDPL only. Archer, ServiceNow, SAP, IBM OpenPages, MetricStream, Diligent, Vanta and Drata do not publicly state Saudi control sets; they are typically built during implementation.
Does Saudi GRC software have to be hosted in the Kingdom?
Not by a single rule. NCA ECC-2:2024 dropped the explicit in-Kingdom hosting control that ECC-1 had, but government data is subject to CST's cloud regulations, cloud workloads to the NCA Cloud Cybersecurity Controls, personal data to PDPL transfer rules, and banks to SAMA's outsourcing requirements. Most regulated buyers conclude that on-premise or a Saudi-resident cloud is the only defensible position, which is why deployment is the first column in this comparison.
Which GRC tools support Arabic?
Siraaj GRC states full Arabic and English support. IBM OpenPages states Arabic locales with right-to-left rendering. GRC Vantage has an Arabic and English interface and Arabic board packs, with parts of the risk and audit screens still in English. Sahl has an Arabic website and language toggle but does not describe the product interface. The remaining vendors do not publicly state Arabic support.
Is GRC Vantage the best option on this page?
It is the right shortlist candidate for a regulated Saudi entity that needs on-premise deployment, Saudi content maintained by the vendor and Arabic reporting. It is not the right choice if you need SAML single sign-on, MFA or a public API today, if your evidence lives in cloud consoles that should be pulled automatically, or if you are standardised on ServiceNow or SAP. We would rather you knew that before a demo than after a contract.
